This is the Arc de Triomphe, built on the east side of the square where the Krasny Vimper warship, C-56 submarine, and the Pacific Fleet Battle Glory Monument are located. It was built to commemorate the visit of Tsar Nicholas II of Russia to Japan in 1891 when he was still Crown Prince, and his visit to Vladivostok on his way back. The actual gate built at that time was destroyed during the Russian Revolution, so it was rebuilt in 2003.
