Raw fish restaurant near Otaru

I can't remember the name of the city, but it's next to Otaru. It's a shop selling baked fish and other seafood, and there's also a rice shop upstairs. It opens at around 10:30. The price is not expensive, cheaper than the high-priced fish market that focuses on selling to tourists. There are only Japanese people in the shop, and the food is fresh, delicious, and exactly as advertised. The recommended menu is raw fish rice. The only downside is that the fish eggs are very salty.
