It's closest to Chiayi, so you can take a ferry or flight from Budai, or take the Taiwan-Penghu Ferry from Kaohsiung (which can transport cars). Dongyuping is one of the small islands in the Southern Four Islands National Park. With a permanent population of less than 20, it's a relatively pristine and sparsely populated island. Here you can see the islanders' lifestyle, see goats, and more. It's also a great place for snorkeling (the ecosystem is fantastic).
