It is said to enshrine the first lord of the Matsudaira clan of Matsue Domain, Naomasa, Tokugawa Ieyasu, Matsudaira Harusato, the 7th lord of Matsue Domain, and Horio Yoshiharu, the founder of Matsue. Matsue Shrine was founded in 1877 as Rakuzan Shrine in Rakuzan, Nishikawazu Town, to enshrine Naomasa.
