I recently stayed in Luoyang with my classmates at this hotel - Swiden Boutique Apartment (Luoyang Luoyi Ancient City Cross Street Store) 💞The facilities are quite complete, and I think the hygiene is also good. The cleaning lady comes to clean every day at 2pm.
