The memorial tower is located in the center of Dongmen Square, Huangqiao Town, at the intersection of Jiangba Highway and Rutai Highway, and the tower is23.8 meters high. The shape is a red flag flying on both sides, holding each other and kissing, symbolizing the Eighth Route Army, the New Fourth Army Victory Division and the moving scene of "military and civil solidarity as one person", corresponding to Chen Yi's poem "Who belongs to the Jianghuai River Han, the red flag flies in October". The tower is octagonal, which means that the Eighth Route Army is a meteorite for the resistance to Japan and the rescue of China. The steps around are 4 floors, rising step by step, which means the ladder of the New Fourth Army to benefit the people's happiness and well-being. The idea of the Eighth and Four symbolizes the victory division of the New Fourth Army and the Eighth Route Army.

The Huangqiao Memorial Hall of the New Fourth Army, when I walk in here in winter, the wet and cold weather in northern Jiangsu in the morning, immediately let me feel the cruelty of the war and the will of the New Fourth Army soldiers.
