There are many tours that include Jiufen and Shifen, so it's efficient to join one of those. There are many local tours in Japanese in Taiwan, so joining a local tour is surprisingly good. (I used it when I lived in Taiwan, but I didn't have a car...) This place by the sea has become what it is today, with the power of nature giving it a profile that looks like the Queen's head.
