I walked around the former Hokkaido Government Office Building, the Clock Tower, the TV Tower, and the JR Sapporo Tower Observatory. It took about an hour and a half. Many domestic and international tourists do this sightseeing on foot. The night view from the 32nd floor of the JR Sapporo Tower Observatory is spectacular. The former Hokkaido Government Office Building and the Clock Tower close around 5pm, so it's recommended to go there first. Rokkatei Sapporo Main Branch is located across from the Keio Plaza Hotel Sapporo where I stayed, and I bought some souvenirs there. Unfortunately, I couldn't enter the cafe inside the store because orders stop at 4:30pm.

While wandering through the malls at Sapporo Station—JR Tower, Daimaru, and Stellar Place—I found they were all linked together, and noticed signs directing to T38, the observation deck. I found guidance on level 6 leading to a long corridor toward the ticket counter with both self-service machines and staffed assistance. Obtaining tickets and accessing the deck was quite straightforward. Although not as elevated as some observatories I've visited, it still offered a decent view of the city. Visiting at night, I enjoyed seeing the city's lights, picking out notably bright spots. During my winter visit, the snow-draped city was a beautiful sight. A cafe at the summit offered drinks and snacks, adding to the pleasant experience. Viewing from above was charming, and a daytime visit would likely offer a different perspective. Considering the tickets were reasonably priced at 740 Yen, I felt the trip was well worth the effort.
