I took a train from Lisbon to Sintra, and then took bus number 1253 from Sintra to Cabo da Roca. The public transport is not very difficult to navigate.
Since Cabo da Roca is along the coast, when I visited it was very windy so always bring a jacket along even if you are visiting during summer.
Worth coming to if you are already planning a visit to National Palace of Pena in Sintra!!!
