Make a temporary crossing form for 30 baht at the Mae Sai District Office. Once you've done it, go cross the border. It's not far to Myanmar. When you arrive in Myanmar, there will be people selling tours to take you to see the temple. If you go with a large group, it's convenient. But if you're a bit adventurous, the temples are in the same area, not too far away. You can walk all the way.
