The first level consists of 39 full-body stucco elephants surrounding the base on all 4 sides. The elephants at the corners of the base are larger than the surrounding elephants. The second level consists of niches with Buddha statues in the Mara-Vijaya posture, with 17 Bodhi tree sculptures in the background. Scholars assume that Wat Chang Lom is likely the same temple as the one mentioned in the first stone inscription, which reads, "1208, the year of the Rooster, the excavation of all the relics, the worship of the relics was performed for six days, then it was buried in the middle of Si Satchanalai city, the northern pagoda was built six mornings, and the Wiang Pha Lom was built around the great relic three mornings."
