Some areas are only open on weekends, so I recommend visiting on a weekend. While the exhibits aren't extensive, the building itself is fun to explore. It's a popular photo spot. Admission is free. As you climb, you'll find a path that leads to a riverside promenade. Take it and stroll along the river. (Following along, you'll enjoy the Bund's night view.
