Haemi-eupseong, built on a wide plain with a wall circumference of 1,800m, a height of 5m, and an area of ​​approximately 200,000m, was built over a period of approximately 4 years from the 17th year of King Taejong to the 3rd year of King Sejong in order to move the Chungcheong Byeongma Jeoldosayeong from Deoksan to Haemi. It was the military center of Chungcheong until the Byeongma Jeoldosayeong was moved to Cheongju in the 3rd year of King Hyojong. This place functioned as the Byeongma Jeoldosayeong for approximately 230 years until 1652 (the 3rd year of King Hyojong), but after the Byeongma Jeoldosayeong was moved to Cheongju, Haemi-hyeon-ma became the head of the management, and it became Haemi-eupseong. As one of the five military camps of Chungcheong-do, Hoseo Jwayeongho commanded the military power of 12 counties in the Naepo region for 243 years until the administrative districts were reorganized in 1895. The Yeongjang was also in charge of the task of suppressing bandits and rebels, so this place was also the site of martyrdom when believers from the Naepo region were dragged to their deaths during the persecution of Catholics in the late Joseon Dynasty. It is said that Haemi-eupseong was filled with Dongheon, where the military commissioner and the Yeongjang worked, as well as government offices and guest houses, making it a magnificent sight. In 1579, the 12th year of King Seonjo’s reign, General Yi Sun-sin served as a military officer for 10 months, and Dasan Jeong Yak-yong, a Silhak scholar from the late Joseon Dynasty, was exiled to Haemi and left behind poems. In 1910, all the facilities were demolished according to the demolition order for the town wall, and as private houses were built inside the wall, the old appearance almost disappeared. Then, it began to be renovated in 1973, and excavations were conducted in 1997, restoring it to its current appearance. Dongheon was the office of the Yeongjang and the Yeongjang, and it was a building where general administrative work and trials were conducted in the jurisdiction.
