Morioka City is the seat of the Iwate Prefectural Government, and is the largest city and political, economic, and transportation center in the prefecture. Its history can be traced back to the Heian period, when Emperor Kanmu ordered the construction of Shiwa Castle. After a series of changes, the name Morioka came to mean prosperity. There are many ancient ruins in Morioka City, such as the Koishikawa Ruins, which can be traced back to the Paleolithic period, and the Odate-cho Ruins and Oshinmachi Ruins, which have Jomon period ruins. This was once the boundary between the Japanese and northern forces, and it was not until the Heian period that it came under the control of the Ritsuryo system. In 2006, Morioka City merged with Tamayama Village, greatly increasing the area under its jurisdiction. In 2008, it was upgraded to a core city. During the Great East Japan Earthquake in 2011, Morioka City was not directly affected by the tsunami, but there were indirect disasters such as power outages throughout the city. However, after the earthquake, the population of the coastal areas of Iwate Prefecture moved inland, and the population of Morioka City increased slightly.
