I stayed at Kobe Bay Sheraton Hotel & Towers, a hotel in Kobe with the best hot springs and breakfasts. They have hot springs and saunas, and the open-air baths in particular were very pleasant, so I spent a relaxing time soaking in the hot springs many times. The rooms are calm, and because it's a Sheraton hotel, the beds are also very comfortable!
