The Red Cultural Block District of Suichuan County is located in the old city of Shuibei in Suichuan County. It is centered on the former site of Suichuan Workers, Peasants and Soldiers Government and the former site of Suiwan Joint Conference. It is bordered by Wenxian Street to the east, Luohan Temple Ancient Street to the west, Xilu Street to the south, and the square on the east side of the Education Bureau to the north. The planned area is about 8.3 hectares.

The Red Cultural Block is a key tourism project that responds to the "Panoramic Ji'an, All-Area Tourism" strategy, fully taps into local tourism resources, and aims to create a tourism detonator in Suichuan. The project is based on the three integration positionings of "integration of red and ancient, integration of culture and tourism, and integration of city and tourism", and strives to create a red historical block and a characteristic commercial ancient street that is suitable for living, business, and tourism.
