สถาบันคชบาลแห่งชาติ ในพระอุปถัมภ์ฯในวันที่ 13 มกราคม 2545 สมเด็จพระเจ้าพี่นางเธอเจ้าฟ้ากัลยาณิวัฒนา กรมหลวงนราธิวาสราชนครินทร์ ได้เสด็จเยี่ยมช้างในพระอุปถัมภ์ฯ ช้างพังพระธิดาและช้างพังวนาลี ตลอดจนทรงเสด็จเยี่ยมกิจกรรมของศูนย์อนุรักษ์ช้างไทย ผู้อำนวยการองค์การอุตสาหกรรมป่าไม้ ได้กราบทูลถวายรายงานความตั้งใจที่จะยกฐานะของศูนย์อนุรักษ์ช้างไทยขึ้นเป็นสถาบันคชบาลแห่งชาติ โดยมีวัตถุประสงค์เพื่อขยายขอบเขตของการบริบาลช้างไทยให้ครอบคลุมทุกแง่ทุกมุมในการบรรเทาปัญหาที่เกิดกับช้าง เพื่อให้เกิดแนวทางในการอนุรักษ์ช้างอย่างยั่งยืนพร้อมกับอนุรักษ์ประเพณีวัฒนธรรมการเลี้ยงช้างไว้เป็นมรดก ให้สามารถสืบทอดต่อชนรุ่นหลังต่อไป จากนั้นวันที่ 22 กุมภาพันธ์ 2545 สมเด็จพระเจ้าพี่นางเธอเจ้าฟ้ากัลยาณิวัฒนาฯ ได้ทรงพระกรุณาโปรดเกล้าฯ รับสถาบันคชบาลแห่งชาติ ไว้ในพระอุปถัมภ์ ซึ่งนับว่าเป็นสิริมงคลและเป็นมิ่งขวัญในการพัฒนาสถาบันคชบาลแห่งชาติ ในพระอุปถัมภ์ฯ ให้เจริญต่อไป
