Observatory Deck in Cebu 🇵🇭
Tops Lookout is an observatory deck overlooking the city of Cebu, Mandaue, and Mactan Island. It is located in the mountains of Busay in Lahug, Cebu City. There are small stores, bars, and cafés on top of this mountain. There's even a grilling spot. But you can also bring your own food.
There are souvenir shops in the vicinity as well.
There are small benches around the deck where one can relax and enjoy the view of the entire city. You can stay as long as you want, and even have a picnic.
It gets chilly in the late afternoon.

This is Tops Look Out and I think it is the first obervation deck in Cebu. We stopped over here when we went to Temple of Leah and boy the view here is really nice. No wonder, it is a recommended site for all who are visiting Cebu City.
Entrance Fee: 100 pesos. How to get here: My hubby and I rented rented a motorbike so we came here just by using google maps but for sure there are shuttles busses that come here or you can hop onto a taxi for convenience. Enjoy your visit!

One of the top attractions and the grand-kept secrets here in Cebu City, Tops Lookout offers a notable view in a fortress-like viewing deck which makes the place more romantic and serene.
The vicinity has concrete structures adorned with fascinating circular stone architecture, green landfill and pasture and the undeniably cool air straight from the top.

If you come to Cebu, Philippines make sure to stop by here so that you will get the chance to see the City. Coming here at day or at night both give you a very instagrammable pictures. During the day, you’ll be able to see clearly the city views and during the night, all you can see is the city lights.
A little tip: If you come here at night, make sure to bring a jacket because it’s very chilly here.
Got a chance to come back here after 6 years. This place is very much memorable to me. I can still remember when I went here with the guy that I love the most, we we’re both speechless of how beautiful Cebu City lights is. I would differently want to come here again together with him again 🥺

Looking at the City view
Probably one of the most overrated tourist spots in Cebu but, will never disappoint. Nestled in Brgy. Malubog, Busay, Cebu City, Busay, Tops is great for an “anytime of the day” unwind
One of the most notable things in Tops is the big old bell – which people enjoy banging.
Operating hours: 7:00AM to 12:00MN daily
Entrance fee: ₱100 per head
How to get there?
From JY Square, you can either take a taxi (ranges from P600 to P1000) or a motorbike (P100 to P150) on your way to the top.
Another option is riding a jeepney from JY Square (04i, a fare of ₱7.00) and ask the driver to stop at Plaza Housing. From Plaza Housing, ride a motorcycle going to the top. You can negotiate the driver to get a cheaper fare around ₱50, but the fare that the drivers offer from Plaza Housing usually ranges from ₱75-₱80, for a one-way ride.

TOPS Cebu - is it worth the hype?

I was really curious to check out this place as it’s being hyped much on social media. A local friend that I just met warned me that while the view was spectacular, you will not hear able to enjoy this place because of the crowd and the challenges in when queuing for the ride. Despite the warning, I decided to experience this myself.
I commuted via Grab from my hotel to Cebu IT Park because that’s the only pickup and drop off point for this attraction. I’ve been to Cebu a couple of this and I haven’t tried to commute using the normal transport system. For convenience, I always use Grab. Anyway, you can easily find the location of the shuttle, it’s in front of the Ayala Mall just look for the someone wearing a TOPS t-shirt and just ask them about it the shutse service.
It would cost you ₱200, this already includes the fare to and from the attraction as well as the entrance fee. For me, this is a very good deal compared to hiring a special trip.
So I was there around 5:30 PM hoping that I would be able to see the view before it gets dark but lo and behold, the queue was so long. I almost gave up but I decided to push through with it. I was my fault going there on a weekend and rush hours. The shuttle buses are few so it took 30 minutes before we were able to leave the terminal. The ride to the attraction was 30-40 minutes, including the traffic.
So this is the fun part, as we approach the entrance, I can already see the longest queue ever - this was the queue going back to IT Park, and man, I already had so much regret hahaha. I even heard someone saying that the queue may take hours LOL.
Anyway, before leaving the shuttle, they will be collecting the ₱200 payment. Be sure to have cash because are not accepting card payments, am not sure tho with digital wallets. Also, it is very important not to lose your ticket - make sure to keep it safe, else, you will have to pay again.
Fast forward to the view it self, it was indeed spectacular, you can see the whole view of cebu city, the main highlight is CCLEX. There are a few restaurants but all of them are full. As expected there’s a lot of people so you can’t really enjoy the view. Some are even sitting on the steps because there are no places to sit on. The place is not fully constructed so so don’t get to do much. To be honest, I wouldn’t want to go back here not until the area is fully constructed. I am curious tho about the view during the day but that wouldn’t change my mind. I only took a couple of pictures and videos. I was only there for 10 minutes and I decided to line up for the queue which was excruciating! I took definitely more than an hour before I was able to ride the shuttle. Good thing I was alone so I was able to ride at a faster pace, those who are in groups had to wait for the other shuttles to come.
Conclusion:
Do not go here during peak hours and weekends. Try going on a weekday if you can. Is it worth it? For me, not a the moment.

This is pretty place overlooks the whole city of Cebu. It provides a great viewpoint for people who would like to see the cityscape. People love to go there at night to see the Cebu city lights.
It is located jn Busay, Lahug and can be reached via private transport.
