Shibaotai Park is located in the prosperous area on the north bank of Rongjiang River in Shantou City. Qilu Fort was built in the thirteenth year of Tongzhi in the Qing Dynasty and was completed around 1879. It cost 80,000 silver dollars at that time and has a history of more than 130 years. The main body of the park is a ring-shaped castle building, which echoes the fort on the Suan Mountain on the other side. The two forts are close to the entrance and exit of Shantou Bay. The geographical location is strategic. It is the main coastal defense building in eastern Guangdong in the Qing Dynasty. The fort is mainly made of shell lime sand, and the gate and alley of the fort are built with granite blocks, so it is commonly known as "stone fort".
