The Sapporo City Archives is located on the west side of Sapporo Odori Park. It was built in Taisho 15. It was formerly the "Sapporo Court of Appeal", which is equivalent to a court. The front of the museum is engraved with a blindfolded Greek goddess of law, representing the scale of justice and the sword of justice. The museum houses the Biryus Memorial Room, the City's History Exhibition Room, the Criminal Court Exhibition Room, and the Odori Exchange Gallery. Billus is a painter and manga artist from Sapporo.
