(I started at Nippori Station.) The problem is how to get from the station to the Metropolitan Area Outer Underground Discharge Channel. There are buses, but they are very few, so you can take a taxi, or if you're confident in your stamina, you can walk. In my case, I took a bus when I went there and walked to the station on the way back. I don't recommend walking in the summer. The Metropolitan Area Outer Underground Discharge Channel requires a reservation. You can make a reservation by phone or online, and it seems to be available from 9am to 4:30am. The photo shoot is underground, so the temperature drops quite a bit, so if you're sensitive to the cold inside, you should prepare a jacket.
