Short walk to a separate viewing platform but everything is very far away and onsite binoculars cost 100yen for one minute of viewing. When you get here go to the toilets and follow the path next to them, the view is quite vast though with not much detail. I enjoyed the bouncyness of the wooden walk way.

The Kushiro Marsh is one of the world's leading marshlands and is registered under the Ramsar Convention. There are observation decks at various points around the marshland, from which you can view the vast marshland. The Kushiro City Marsh Observatory is one of them. Inside the building, there are exhibits introducing the nature of the Kushiro Marshland, and the upper floors and rooftop are observation areas. There is a fee to enter, but it was worth it. You can see not only the marshland, but also the city of Kushiro and the mountains of Hokkaido.
