I would call this a simple area, like a staging area for activities and events. It is definitely in the center of the city, just a few stops from Nagoya Station, Hisaya Odori Station is named after the park.
Normally, this park would seem open and more empty, for strolling and going down underground in the basement level to see the food and shops. This underground connects with the Oasis 21 area, which is a quick detour to visit. There is a Don Quijote (and even Book Off, Off House and Hobby Off) nearby. I would recommend the Book Off Bazaar for real connoisseurs of used and second-hand items, the product they offer really gives a taste of Nagoya styles, fashion and interests.
This is a great central park, and a staging area if you're visiting the Harbor, or Zoo, heading in different directions. And hopefully, the food and game vendors are there often, because it adds a sense of charm and history to the park along with all the other celebrations going on at the same time.
