There are buses, but they are very few, so you can take a taxi, or if you're confident in your stamina, you can walk. In my case, I took a bus when I went there and walked to the station on the way back. I don't recommend walking in the summer. The Metropolitan Area Outer Underground Discharge Channel requires a reservation. You can make a reservation by phone or online, and it seems to be available from 9am to 4:30am. The photo shoot is underground, so the temperature drops quite a bit, so if you're sensitive to the cold inside, you should prepare a jacket.
