The origins of the shrine are said to date back to the reign of the fifth Emperor Kōshō, some 2,400 years ago! In the Edo period, the two shrines were worshipped as a married couple, with Takada Hikawa Shrine (Takada, Toshima Ward) as the male shrine and Shimo-Ochiai Hikawa Shrine as the female shrine.
