Is it really that cheap? Tokyo Toyosu Market

I have been to Tokyo many times, but never to Toyosu Market, so I decided to give it a try this time. We arrived around 10 o'clock that day and there weren't too many people. The map showed that there were about 20 restaurants, so I randomly picked one that didn't have too many people lining up. After waiting for about 20 minutes, I got a seat. I ordered a four-point donburi for 2600 yen, which is not too cheap, but at least the quality is guaranteed. However, after eating it, I felt it was just ordinary, without any surprises.
