Tianlongshan, originally called Fangshan, was the summer palace of Grand Chancellor Gao Huan of the Eastern Wei Dynasty. There are 13 caves on the west peak, numbered 9 to 21. Caves 9 and 13 are cliff niches. The caves generally face north to south, with caves 19 and 20 facing west.
