Go down the stairs on the right hand side facing the sea, and you can see the entrance to the prayer tunnel. Its design is based on the custom of worshipping Mazu by crawling under the sedan chair during the procession, so there is a sedan chair at the entrance. Generally, tour guides will lead tour groups through the prayer tunnel to the Mazu statue, so they don't have to climb very steep and tiring stairs, but it also reduces the sense of shock.
