About 150 years ago, there was no bridge over Suzhou Creek, so the only way to cross was by ferry. Due to the agreements of the foreign concessions on both sides, the ferry could not handle the increasing number of passengers. Therefore, in 1856, a British businessman named Wills directed the construction of a large wooden bridge across the river, known as Wills Bridge. People called it Waibaidu because the bridge was located at the Outside Ferry. The Chinese had to pay to cross the bridge, which led to tremendous protests. To calm the public, a wooden bridge named Garden Bridge was built to the west and was provided free of charge. The old bridge was later demolished. In 1908, a steel bridge was constructed to replace the wooden bridge to allow trams to cross the river.
