Luoning County, formerly known as Yongning County, is under the jurisdiction of Luoyang City, Henan Province, located in the western Henan mountainous area, in the middle and upper reaches of the Luo River, with a total area of 2,306 square kilometers. The terrain is generally characterized as 'seven mountains, two plateaus, and one river', making it a typical mountainous agricultural and forestry county. Luoning, historically known as the Xia region, was an ancient official road connecting the eastern (Luoyang) and western (Xi'an) capitals of China, holding significant geographical importance. Luoning is the birthplace of the Heluo culture, with numerous historical and cultural relics within its territory that signify the origins of Chinese civilization, such as the 'Luo Out Book Place', 'Cangjie's Character Creation Platform', and 'Ling Lun's Flute Making Site', making it the source of Chinese civilization, writing, and music. With a forest coverage rate of 59%, Luoning boasts national forest parks, national geological parks, and the 4A scenic spot Shenlingzhai; the Lou Ti Mountain hunting ground, Quanbaoshan Forest Park, and the Xizi Lake in the old county with a water storage capacity of 1.3 billion cubic meters are all part of its pleasant natural ecological landscape. Luoning is the world's highest latitude origin of Phyllostachys pubescens, with more than 10,000 mu of original ecological bamboo forests, earning the reputation of 'Bamboo Township of the North'. Luoning County has successfully been nominated as a National Civilized City, National Garden City, National Ecological Civilization Demonstration County; it has been named a Beautiful China Charming Cultural and Tourism Destination, and China's Most Beautiful Mountain and Water Ecological Livable County.
