Getting there from Tokyo is easy peasy. I went there around 11 a.m and return to Tokyo before sunset. I get on the train from Ueno Station to Katsuta Station. Once you exit from Katsuta Station, you'll find a ticket counter to Hitachi Seaside Park. You'll get return ticket bus and entrance ticket. There are a lot of flower blooming in late April at Hitachi Seaside Park. Cherry blossoms were also still blooming meanwhile you can't find one in Tokyo.
