The predecessor of the Luoyang Peony Cultural Festival was the Luoyang Peony Fair, which has been included in the list of national intangible cultural heritage. By 2012, the Luoyang Peony Fair had been successfully held for 30 sessions and was upgraded to a national cultural event in 2010.
The Luoyang Peony Cultural Festival, held from around April 1 to May 10 every year, has been included in the list of national intangible cultural heritage. It began in 1983. The event was held at Jiuzhou Pond in Luoyang City of Sui and Tang Dynasties, and branch venues were set up in Botanical Garden of Sui and Tang Dynasty City Ruins, Wangcheng Park, and Daozhan Village. The main venue, Luoyang City Scenic Area of Sui and Tang Dynasties, created a festive atmosphere with "lanterns" as the core, arranged the exhibition in the way of "combining traditional lantern festivals with modern art", and highlighted "festival culture", "intangible cultural heritage culture", and "Sui and Tang culture". The branch venue of Botanical Garden of Sui and Tang Dynasty City Ruins took "Continuing the Prosperity of Culture" as the theme of the event, and designed and produced 85 large and medium-sized lantern groups such as "Living in China, Happy Chinese New Year, Beautiful Environment, Bright Palace Lanterns, Happy New Year". The branch venue of Wangcheng Park took "Lights Shining in the New Year, Happy New Year Flavor, Animal Paradise" as the theme, combined with landscape features and cultural heritage, and divided the park into three theme areas with different styles. Through 65 large and medium-sized lantern groups such as "Prosperous China", "Splendid New Year", "Glazed Palace", and "Folk Corridor", an immersive experience of light and shadow areas was innovatively created. The Daozhan Village branch venue explored the cultural heritage of "outside Luoyang City, the people's fireworks", presenting a most lively and interesting lantern banquet in Luoyang countryside.
