About the Book Much has been written to try to understand the ideological characteristics of the current Russian government, as well as what is happening inside the mind of Vladimir Putin. Refusing pundits' clichés that depict the Russian regime as either a cynical kleptocracy or the product of Putin's grand Machiavellian designs, Ideology and Meaning-Making under the Putin Regime offers a critical genealogy of ideology in Russia today. Marlene Laruelle provides an innovative, multi-method analysis of the Russian regime's ideological production process and the ways it is operationalized in both domestic and foreign policies. Ideology and Meaning-Making under the Putin Regime reclaims the study of ideology as an unavoidable component of the tools we use to render the world intelligible and represents a significant contribution to the scholarly debate on the interaction between ideas and policy decisions. By placing the current Russian regime into a broader context of different strains of strategic culture, ideological interest groups, and intellectual history, this book gives readers key insights into how the Russo-Ukrainian War became possible and the role ideology played in enabling it. About the Speakers Marlene Laruelle is Research Professor of International Affairs and Political Science and Director of the Illiberalism Studies Program at the George Washington University's Elliott School of International Affairs. Laruelle works on the rise of populist and illiberal movements in post-Soviet Eurasia, Europe and the US. She is the former Director of the Institute for European, Russian, and Eurasian Studies (IERES) and of the Central Asia Program (CAP). Maria Snegovaya is a Senior Fellow for Russia and Eurasia with the Europe, Russia, and Eurasia Program at the Center for Strategic and International Studies (CSIS) and an Adjunct Professor in Georgetown University's Walsh School of Foreign Service. She studies Russia’s domestic and foreign policy, as well as democratic backsliding in post-communist Europe and the tactics used by Russian actors and proxies who exploit these dynamics in the region. Her analysis has been published in multiple policy and peer-reviewed journals. Her research and commentary have appeared in a number of publications such as the New York Times, the Wall Street Journal, Bloomberg, The Economist, and Foreign Policy. Throughout her career she has collaborated with multiple U.S. research centers and think tanks such as Center for a New American Security and Center for European Policy Analysis. Snegovaya holds a PhD in political science from Columbia University. Julian Waller is a Research Analyst in the Russia Studies Program at the Center for Naval Analyses (CNA Corporation) and a Professorial Lecturer in Political Science at George Washington University. His research focuses on the politics of authoritarian rule, elite strategic decision-making, civil-military relations, political-military affairs, and ideological illiberalism in post-Soviet Eurasia, Europe, and elsewhere. His academic research has been published widely, including in Communist and Post-Communist Studies, the Journal of Advanced Military Studies, Political Studies Review, and Problems of Post-Communism, and he has written for policy-oriented publications including as Foreign Affairs, War on the Rocks, the National Interest, and American Affairs. What about sharp negative reaction in some quarters? Join us for this exceptional discussion featuring Albanian Ambassador Ervin Bushati, Croatian Ambassador Pjer Šimunović and Kosovo Ambassador Ilir Dugolli, hosted by SAIS Lecturer & FPI Senior Fellow, Edward P. Joseph About the speakers Ervin Bushati currently serves as the resident Ambassador of Albania to the United States and as the non-resident Ambassador to Mexico, Panama, the Dominican Republic, Guatemala, and Costa Rica. He has previously sat as a Member of Parliament in Albania from 2013 to 2021, where he also worked on the Economy and Finance Committee, the Foreign Policy Committee, and as the Head of the Delegation to the Parliamentary Assembly of the European Council. Mr. Bushati also covered elections in Russia and Ukraine as an election reporter for the OSCE and the Council of Europe, delivering strong content regarding the process of election, while staying politically neutral and providing a fair reflection of views in those countries. Before starting in politics, Mr. Bushati was the founder and managing director of Bushati Konstruksion. He earned his bachelor's degree in economics from DePaul University in Chicago in 1999. Pjer Šimunović has served as Croatia's Ambassador to the US since September 2017. Together with a career in journalism and academic research he served in various high-level positions in the Croatian Government, in the fields of national security, defense and diplomacy, as Director of the Office of the National Security Council, Ambassador to Israel, Defense State Secretary, National Coordinator for NATO and Assistant Foreign Minister. He worked with the BBC World Service in London, with the magazine Europ in Paris, and with the Croatian daily Večernji List; in Zagreb, covering foreign affairs. A regular speaker on political and security issues at many conferences and seminars, he is the author of a range of security studies and articles published in the leading international journals. Ambassador Šimunović holds an M.A. degree from the Department of War Studies, King's College London. He is decorated with the title of Chevalier de la Légion d’honneur de la République française. Ilir Dugolli currently serves as the Ambassador of the Republic of Kosovo to the United States of America. Following Kosovo’s independence, he was among the first group of diplomats tasked with establishing Kosovo’s diplomatic missions. He previously served as Ambassador to Turkey, with concurrent accreditations to Pakistan, Afghanistan, and Jordan. Additionally, he held the position of Ambassador to Sweden, with accreditations to Norway, Finland, Iceland, Estonia, Lithuania, and Latvia. He also served as Ambassador in Brussels, where he managed relations with Belgium, Luxembourg, NATO, and the EU. Before joining the diplomatic service, he was affiliated with the University of Prishtina Faculty of Law and was actively involved in various civil society initiatives. Between 2002 and 2004, he served as Chief of Staff to the Prime Minister of Kosovo. He also acted as an adviser in numerous capacities, including as part of the legal team during the negotiations that led to Kosovo’s Declaration of Independence About the Moderator Edward P. Joseph is a Senior Fellow at the Foreign Policy Institute and Adjunct Lecturer at SAIS, specializing in Conflict Management. Edward served on the ground in the Balkans for a dozen years, including during the conflicts in each war-affected country: Bosnia-Herzegovina, Croatia, Kosovo, and then-Macedonia. In 2012, as the US-nominated Deputy Head of the OSCE Mission in Kosovo, Edward negotiated the breakthrough agreement with Pristina and Belgrade to hold Serbian elections in independent Kosovo. In July 1995, Edward and one UN colleague coordinated the evacuation of Zepa, close to neighboring Srebrenica. In 1995-1996, Edward deployed with the NATO Implementation Force in Bosnia-Herzegovina as a US Army officer. He is a veteran and former Army helicopter pilot. Edward has authored dozens of articles and reports on the region, including in SAIS Review . His June 2023 Foreign Policy article, ‘The United States is Creating a Kosovo Crisis’ described the overlooked obstacle to establishing autonomy for Kosovo Serbs. Edward was the lead author on the January 2022 SAIS-Wilson Center report explaining how the European non-recognizers (of Kosovo) stymie the entire region, and setting out a corrective strategy. Edward has led and currently serves on the Board of the National Council on US-Libya Relations. Edward earned his J.D. at the University of Virginia School of Law, and his B.A. and M.A. from Johns Hopkins University, and its School of Advanced International Studies. The Running of the Chihuahuas returns to The Wharf on Saturday, May 3 for a day of fun, festivities and fundraising. Who will take home the fame and fortune? There is only one way to find out: sign up your Chihuahua today! Please note - this registration is only for Chihuahuas who will race in the Running of the Chihuahuas. The races are free to view and are open to the public. All dogs, regardless of breed, are welcome at The Wharf, but ONLY Chihuahuas may race - we understand some Chihuahuas may not be purebred, but in the spirit of fair competition, we ask that dogs in the race be typical Chihuahua size and clearly have Chihuahua as the dominant breed. All race entry fees are donated to Rural Dog Rescue. THE DETAILS: Saturday, May 3, 2025 on District Pier at The Wharf. Check in begins at 1pm, first race is at 2 pm. The Race is a 70 foot sprint on the official race track on District Pier. Dogs will race in heats of up to eight, culminating in a championship faceoff. First place gets a trophy and $100, second place gets $75, third place gets $50. Dogs should be 15 pounds or less and no taller than 12 inches at the shoulder. We want it to be fun and fair for all. Dogs that are too big or not recognizable as a Chihuahua or clearly a Chihuahua mix will be excused. The winning dog is the first to run completely across the track finish line—tail included. All dogs' vaccinations must be current. All dogs must be on a leash when not involved in a race; unruly dogs will be excused. Must be 21+ with valid ID to consume alcoholic beverages. Entry fees are non-refundable and non-transferrable. If event is cancelled due to weather, entry fees will still be donated to charity. The United States Constitution has provided the framework for American government for over 230 years. Yet how Americans have “worked” their Constitution has changed radically over time. Join Kermit Roosevelt, David Berger Professor at the University of Pennsylvania Carey Law School, and Noah A. Rosenblum, Associate Professor at NYU Law, as they discuss the succession of the United States’s different constitutional regimes and try to situate our current order. Tickets are include entry to the Capital Rare Book Fair About the Speakers: Kermit Roosevelt III  is the David Berger Professor for the Administration of Justice at the University of Pennsylvania Carey Law School. Roosevelt works in a diverse range of fields, focusing on constitutional law and conflict of laws. He has published scholarly books in both fields. Conflict of Laws (Foundation Press, 2010) offers an accessible analytical overview of conflicts. The Myth of Judicial Activism: Making Sense of Supreme Court Decisions (Yale, 2006) sets out standards by which citizens can determine whether the Supreme Court is abusing its authority to interpret the Constitution.He has published articles in the Virginia Law Review, the Michigan Law Review, and the Columbia Law Review, among others. He is also the author of two novels, In the Shadow of the Law (Farrar, Straus & Giroux, 2005) and Allegiance (Regan Arts, 2015). In 2014, he was selected by the American Law Institute as the Reporter for the Third Restatement of Conflict of Laws. Noah A. Rosenblum is an Associate Professor of Law at New York University School of Law and faculty director of the Vanderbilt Scholars Program and Katzmann Symposium. He is also a faculty affiliate of the Department of History.Rosenblum works primarily in administrative law, constitutional law, and legal history. His research takes a historical approach to the study of state institutions, seeking to understand how law can be used to promote democratic accountability. He is currently pursuing several projects on the history of the place of the president in the administrative state.His academic writing has appeared in the Harvard Law Review, Columbia Law Review, and Yale Law Journal, among other venues, and has been awarded the Joseph Parker Prize in Legal History and the Fred C.
