I was able to purchase tickets for the Taiwan Shinkansen at a 15% discount, exclusive to foreign tourists! First, you make a reservation here, then select your seat on the Taiwan Shinkansen website. Seats are assigned randomly, so I was able to get a seat next to my friend at the ticket counter on the day. The return trip was fully booked, so I couldn't make it, but I was glad I was able to purchase tickets at a discount!
