As I was thinking about this, the front desk staff finally came around 20 minutes after I arrived and was able to check me in, but there was no explanation at all about the facility. Thanks to that, I ended up looking for an elevator. I couldn't take my time in the public bath because there was a one-hour shift system. The guest room was close to the main road, but it was written that it was soundproofed and quiet, but it was quiet because it was quite far from the main road, and the walls between the rooms and the neighbors were too thin. It was so clear that I could even hear phone conversations. There is WiFi, but the signal was weak and I couldn't use it.
