Villa Kadriorg is a budget friendly hostel/hotel that is on a direct bus route to the old town. If not for major upgrade works to the tram network then I believe it would also be on the tram line.
I found my room comfy enough, if a little warm. It was a very warm few days in Tallinn though. Sadly, my room was right above a bar playing music until past 10pm. If you needed an early night to catch transport then that might be a problem.
There's free WiFi and a small shared kitchen. The shared showers were a little grubby, but I suspect that is to be expected. There was also a bit of noise from some of the younger guests after 10.
Sounds like I had a miserable stay but that is not so. Just be aware that the price will attract youngsters.
I'd say that Villa Kadriorg is good value for money and a fine place to rest a weary head after a long day walking around beautiful Tallinn.

[Negative points]
-No soundproofing. You can hear everything from the hallway, the next room, the toilet, the shower...even the sound of people gagging in the morning...
-No body soap or shampoo (can be purchased for €3)
-The shower is almost broken and doesn't have enough power
-The toilet is sometimes dirty (some people don't flush)
-The toilet in the back has a strange smell
But it's cheap, and it's acceptable if you're just going to sleep.

I had trouble falling asleep because the neighbors on both sides were noisy until late at night. This is just luck, so there's nothing you can do about it...
