Visited here obviously for the people who worked hard for Meiji Revolution. The hotel is right across from the Higashi-Hagi Station, which is very convenient however, many sightseeing spots are located a little bit far. There are tours using taxi which nails all the must-go spots (be aware you have 3 or 4 choices for the routes). There is only few places you can have dinner nearby. If you are willing to go by the old school style, sightseeing on foot, I'd give 5 on location, but be prepared to spend a chunk of valuable time of your trip. As for hotel, it's a business hotel so don't expect anything fancy however, there were books about those who participated in Meiji Revolution which helped a lot. Kindness.
