Although both hotels and public toilets are used by people in turn, the obvious traces of use left by the previous person often make the next user feel very uncomfortable. And this probably reflects the perfunctory cleaning, otherwise such a large piece of rubbish would not have been found, which makes people very worried, and I hope it can be improved.
