The candidates for best hotel in Cairo are possibly St.Regis, Ritz Carlton, Four Seasons, and now the newly built Waldorf Astoria. I have stayed at 3/4 of them, I am only missing FS but I heard from trusted sources that it's quite aging by now so it's unlikely to be considered best in the city. For the other three I believe WA is the best hotel in Cairo when all things considered. As Hilton Lifetime Diamond I was upgraded to a suite upon check-in and the quality of the hardware is superb, it is much superior to the suite I had at St.Regis and also newer than the suite I stayed in at Ritz Carlton. Service during my stay at WA was very good as well with various staff addressing me by name throughout the hotel particularly in the restaurant. The breakfast menu and buffet were both excellent and on par for the WA hotel brand. This hotel also has a pay-for-access lounge but because the price is per room not per person, I thought it would be better for me to try it on a future trip when travelling with family rather than on this stay where I was alone. The one negative about this hotel is not even something that I experienced myself, but I would note that if my room assignment had been for one of the rooms overlooking the hotel atrium and inner court, I might not have appreciated as much as rooms looking outside, so in that regard the design of the hotel might not be optimal but I would need to see for myself if I happen to be assigned one of those rooms one day. Nonetheless it will not prevent me from returning to this thoroughly enjoyable hotel and I can highly recommend it for people looking for the best hotel experience in Cairo.
