H.R. 1 Implementation Conference | University Hospital

H.R. 1 presents an immediate and consequential challenge for the State of New Jersey. Event Overview H.R. 1 presents an immediate and consequential challenge for the State of New Jersey. Without clear standards for eligibility, documentation, exemptions, and verification, thousands of medically vulnerable and justice-involved residents risk losing Medicaid coverage, not due to ineligibility, but because of administrative complexity. This half-day conference convenes leaders across government, healthcare, law, and corrections to define the operational, clinical, and legal framework necessary to ensure continuity of care and compliance under H.R. 1. The focus is practical: how to implement federal guidance in a way that protects access to care while meeting regulatory requirements. What This Conference Will Address Medicaid Eligibility & Verification: Establishing clear, workable standards for documentation and renewal Clinical Exemptions & Medical Necessity: Defining criteria and ensuring consistent application across systems Regulatory Compliance & CMS Guidance: Translating federal requirements into state-level operations Pre-Termination Safeguards: Preventing inappropriate loss of coverage through effective notice, response, and appeals processes Cross-System Coordination: Aligning healthcare providers, correctional institutions, and state agencies Featured Programming Panel I: H.R. 1, CMS Guidance, and the Regulatory Architecture of Eligibility A high-level policy and legal discussion focused on how federal guidance is interpreted and operationalized at the state level, including eligibility frameworks, compliance requirements, and administrative rulemaking. Panel II: Clinical Exemptions and the Reentry Population A clinically grounded discussion examining how exemptions are defined and applied, particularly for justice-involved individuals with complex medical, psychiatric, and substance use needs, and how systems can ensure continuity of care during reentry. Panel III: Clinical Documentation, Evidentiary Standards, Eligibility Operations, and Pre-Termination Response A focused, operational discussion on how documentation, verification, and administrative processes directly impact eligibility determinations, coverage continuity, and safeguards against improper termination. Why Attend This conference is designed for professionals responsible for implementing, interpreting, or operating within Medicaid and public health systems, including: Healthcare executives and administrators Physicians and clinical leaders State and county government officials Legal and compliance professionals Corrections and reentry service providers Attendees will leave with a clearer understanding of how to operationalize H.R. 1 , reduce administrative barriers, and safeguard access to care for New Jersey’s most vulnerable populations.
