What is the Oliver McGowan Mandatory Training? The training is named after Oliver McGowan. Oliver was a young man whose death shone a light on the need for health and social care staff to have better skills, knowledge and understanding of the needs for autistic people and people with a learning disability. The Government has introduced a requirement for Care Quality Commission (CQC) registered service providers to ensure their employees receive learning disability and autism training appropriate to their role. This is to ensure the health and social care workforce has the right skills and knowledge to provide safe, compassionate and informed care to autistic people and people with a learning disability, and to prevent avoidable deaths like Oliver's. This requirement is set out in the Health and Care Act 2022 . The Oliver McGowan Mandatory Training on Learning Disability and Autism is the government’s preferred and recommended training for health and social care staff. For more information visit NHS England The Oliver McGowan Mandatory Training on Learning Disability and Autism webpage Will the training help meet regulatory requirements? By completing the right Tier of the Oliver McGowan Mandatory Training, you will be meeting the requirements of the Health and Care Act 2022 and CQC Regulation 18. How is the training delivered? Oliver’s training is delivered in 2 Tiers. Staff need to complete either Tier 1 or Tier 2 . Tier 1 is for non-patient facing staff, while Tier 2 is for patient facing staff. Both tiers consist of 2 parts which staff must complete to satisfy NHS requirements. The first part is the e-Learning. Everyone will need the e-Learning regardless of where they work and the Tier of training they require. It is free to access. You can access it here . Please note that you must complete the e-Learning before attending Part 2. Tiers 1 and 2 of the Oliver McGowan Mandatory Training are considered Part 2 of the Training. Read below to determine which Tier you would need. Refer to the infographic at the bottom for a visual representation of the Tiers. What does Tier 1 and Tier 2 mean? How do I know which to attend? Generally they are not patient or client facing. Tier 2 is for health and social care staff with responsibility for providing care and support for an autistic person or a person with a learning disability.
